Yeah, it's hard to choose, comparing comedies to serious genre just doesn't work.
UY always comes out on top though, no matter how I look at it.

Is there a 'current' series of something that focuses on character interaction in the same kind way UY did?
(IE. Something like UY I could watch that isnt all action no plot rubbish)

Unfortunately,Urusei Yatsura is "one of a kind" anime,so there isnt an anime that follows it same principles

From what I've seen, Ah My Goddess is the closest to UY you'll ever find, but it's still not close enough to be called close (confusing :?).

Like I said: it's the closest, but not close enough.

UY is an anime that stands out for it's originality... How many romance comedies with weirdness as humor do you know??

Many people say that Ranma,Full Metal Panic,etc count as the category u said,but they arent the masterpiece Urusei Yatsura

So,as kropman said,one can get close to the original material but never achieve its glory
