Why not buy the DVD? It's like $20 in the US. It's also very funny! Well worth buying.
I'd like to add this anime has the best ending credits EVER!

Well, Maris the Chojo was never officially released on DVD, only on Laserdisc and VHS

Really it was never released? I thought it was, but I could be mistaken. I had it on VHS but the tape died. 
Then the VHS player died as well.
Still, I'd buy it if it was available on DVD.

yes, all old Rumic World was never released on DVD. If you buy a DVD, then it is bootleg. Have the bootleg the english or japanese dub and how good is the quality?

The only bootlegs I ever owned were when I lived in Asia. That's all they sell where I lived. The quality for older stuff was as good as anything you could buy in any store. If you wanted stuff that was still in the theatres then those were literally a guy with a camcorder pointed at the screen. When I first moved there it was $1USD to watch a first run movie in the theatre. Now it's like $3.
