Very possible. You just need the tools. To my knowledge there is no UY font. The problem I see with your request is that you want your font to be 2 colors. Fonts are vector graphic sets, you see, and are always monochromatic. They're made that way so that the user can choose the color of their font, and most graphics programs only have 1 color selection for the font (which fact causes the other is like the question of the chicken and the egg).

Now, if what you're looking for is a logo design, that's a much more easily accomplished request. Fonts can take a while to create, where logos can be built up in a matter of hours (or minutes for the more simplistic ones).

Maybe someone here she start a project on making the UY font. You'll need to get all 26 letters x2 for caps and lowercase and also the numbers and other symbols

So basically you don't really need the font, you just need a logo? Even if it were possible to make an actual font that fits what you describe, would you have wanted the Japanese letters, or Roman letters (IE: English, Italian and most other western languages)?

If you want "Urusei Yatsura" in japanese, go to youtube, search Urusei Yatsura and then one of the options it says under "would you also like to try" is the japanese characters for it.
