Topic: Who is that fish guy in the space suit?

Can somebody tell mw who that little fish guy in the space suit is?  He seems to appear randomly on the UY movies, ovas and tv series.  Who is he, and what's his purpose in the show?  This has been killing me for awhile.

he is called by ataru "monster".
he is just a little comic character.if you look closely you will see that he never stays more that 5 minuits in the screan.

Isn't he supposed to be some kind of nostalgic call-back to one of Rumiko Takahashi's previous characters too? He's a "helper" of sorts throughout UY and clarifies certain jokes and other things for the audience, but I'm not sure what previous roles he's had in his existence.

Just something I read somewhere.

I tougth he was some kind of demon from the japanese mithology (<-- May be wrong) just like Lum its an Oni that is a demon to :& :?

Uhm, it seems to me he was in the Rumic World with the newspaper boy abducted by three different alien races, each one of them implanting a bomb in his body as a menace to obtain earth domain!
But if a single bomb was able to destroy earth, all the bombs combined was able to wipe out aliens worlds too, and since those bombs would explode in case of boy's death he became the world's most important guy...he continued to distribute newspapers but was treated like an emperor, with humans and aliens caring for his life...and one of the aliens was that kind of fish in space suit!!
