There was a UY-based text game a while back. But a
visual based rpg would kick serious assage. You
could be Ataru and start at the Moroboshi house,
then work your way through tomobiki high, tomobiki
town, and some places in outer space. Lum +15
electricity attack causes -30 damage to Ran, or
something.

Anybody ever check out R. Talsorian's role playing game "Teenagers from Outer Space"?
It's currently in it's 3rd Edition release.

Pretty simple system, with a heavy emphasis on comedy and the perils of being a high school student with some really strange exchange students.

(And it doesn't hurt that half of the plots in their hypothetical "Episode Guide" got lifted straight from UY, either.

I'm surprised no one has done a UY character write-up for this system... Might just have to do it myself.
