Yes, that is Shinobu. And yes, you are correct. That fox does not even look like Lum. It has to be another character.

I'm not sure if you could say it is Lum, because that fox has a completely different hairstlye. It also has stripes on its arms and ears, and in the other screencaps from this episode that I've seen, Lum wasn't wearing her tiger-striped wristbands. Thus, there is no way that fox could be Lum.

lol, i never actually saw that seen, good thing though, i skipped by the fox episodes and now i have one more reason not to watch them, ignorance is bliss, i am not scarred and will never be

Considering that the animation director of that episode was Yuichi Endo, I don't plan on watching it either. His character designs aren't my favorite. I find them to be rather crude.
