That means the site need a privacy note site and a user export.

I don't know yet. I have to check it out first before I take any action. I'll look into this as soon as possible.

When storing personal data a site has to ask for consent before storing and processing, terms and conditions have to be agreed to and users have the right to be deleted. So for this site everyone should be able to close their account as no personal information is stored, this just uses an email for registration. I know about it because of an industry project university module.

That's correct. All the other rules on this matter don't apply on this site \(^v^)/

That GDPR also apply for every forum owner, reason this forum is public and handles with user data. Its not just the email address which is stored here, that software also every store all ip addresses on every post.
