This is one of the many internet memes (http://en.wikipedia.org/wiki/Internet_meme)going on from Nico nico douga that has been going around lately the song is called Danjo (basically boy girl).
I don't have have any background info on how this started (probably 2chan) or were is it from, but that's how it usually is.
for some reason there has to be one from every popular series and once again Urusei Yatsura wasn't left behind :P.

Haha, I saw that one. What a weird song - I wonder what train of thought propelled the original guy to sing it. Japan certainly has no shortage of weird novelty songs, though. I'm sure there's a lot more fodder for little movies like this.
Everyone sure looks cute in this animation, though.
