They sell fan art and make commissions at conventions yet I don't think they pay copyright. How come?

cause it's fan art... they drew the characters by themselves, they didn't scan/copy and paste pictures from the actual show or anything.
The character designs aren't copyrighted, otherwise you'd get in trouble for having a remotely similar character in another anime, or a cameo of a character

What about doujinshis in Japan like in Genshiken when they make money from selling a fan comic that uses the same characters?
