When watching the series I always wondered how he never got into trouble with the police for sexual assault and harassment. He gets arrested once but that is for truant.

Well it's probably because the women never report any of the sexual harassment to the police xP

Because he saved the world and if he would arrested by the police, Lum prevent him and Oni's take the earth.

But Lum lost the game of tag, so they wouldn't take over. Also how come nobody recognises Ataru as the boy who saved the Earth from the aliens, or recognise Lum as an alien?

If Ataru was made into a hero it wouldn't be funny. Most people would notice a totally hot alien girl flying down the street as well but if those ecame focal points of the story then you'd lose all the humor.
UY has absoultely no sense of reality in it at all, which is it's charm. Nearly everything in it is the opposite of the real world.
Ever wonder why a person getting punched, usually Ataru or Ryunnosuke's dad makes that symbol with their hands after they get hit? It;s to show how not real this is.
For reference Pepe LePew (Warner Bros. cartoon) also never gets arrested even tho by todays standards he is a stalker like no other. In the 1950's these things were considered funny and people didn't think they could be real. UY anime was started in the 1980's before PC had gotten a stranglehold on so many people.

You need to watch a few documentaries about Japan and its weird Society. I'll just tell you this, only recently they created female only train/subway cars (or whatever you call the sections lol) because of the high number of sexual harassment and other stuff that happened... and it still does. And obviously there was the social embarrassment (for victim and family) if a girl where to go to the police to say that she was harassed or something.
There's even a note on a pamphlet given to female tourists by the Japan tourism agency that warns girls not to travel alone in crowded buses or subways.
They groped by crotch and said it was an accident but I know they just wanted to see if mine was bigger than theirs. And this happened in my Hotel... ;D

Oh c'mon that's not the real reason! Everyone knows cops like Lum so they want her to be happy, which makes them ignore Ataru. Cops don't like to get electrocuted either. x'D

I think there was ONE time when a random girl asked for a policeman's help, who was on a bicycle at the time, and they chased after Ataru for a few seconds. Early on in the anime sometime.
