I keep thinking that placing Ataru in the midst of the Touhou Project would be good. (In fact, we had him there in the Nightmare Battle for a short time)
Ataru Moroboshi loose amidst a cast of over 120 beautiful female characters (possessing a wide variety of personalities and supernatural powers)? It would almost write itself.
But.
I think there's a better choice.

The central character in Railgun is Misaka Makoto, a level-5 ESPer, the top level. Her specialty? Misaka is an electromaster: she can produce high-voltage electricity. To be honest, Misaka is a little young for Ataru. So, how do we catalyze an incident between Misaka and Lum? Who might become the Iago to Misaka's Othello?
How about Misaka's roommate, the lust-crazed pervert loli Kuroko Shiroi? Kuroko, a level-4 ESPer (she can teleport herself and other objects short distances), has The Hots for Misaka and has tried Dirty Tricks to get Misaka to warm to her advances. Perhaps Kuroko would fabricate a situation where we might have conflict between Lum and Misaka, bringing about ...
